2005-2006 Planning Council Minutes
November 15, 2006

Members Present: Diby Kouadio, Christa Martin, Linda Horner, Dearl Lampley, Emily Siciensky, Paul Jennings, Diana Combs, Nancy Ramsey, Ruby Scott, Stuart Lenig, Ken Horner, Mike Shuler, David Ogden

Meeting called to order at 10:01 a.m.

1. Overview of Annual Planning: Paul reported that:

  • Nancy Ramsey is collecting department evaluation to see progress made over the year.
  • Diby is preparing to open the Institutional Effectiveness Survey.
  • We need to identify actions for 2007-08.
  • Dr. Hawkins’ talk will give perspective on issues and concerns for the college
  • In March: Vice presidents will report about their departments.

2. President’s Message

  • Dr. Hawkins engaged with PC members in an informal discussion about initiatives at the federal, state, regional and local levels that impact the college. Overall these initiatives put the spotlight on education, K-12 and higher, which is good news. The college can take a proactive role in intervention. A few of the initiatives include:
  • At the federal level, the Spelling higher education report focuses on cost, price, and student outcome.
  • At the regional level, SACS institutional performance and faculty credentials focus on student performance.
  • At the state level, a 2005 legislative session on auditing of TBR and college campuses lead to a TBR risk management study, to come up with risk assessment plan at the institutional level to curve fraud and abuse. Also, the 2006 educational summit was put in place in Joint Resolution 1026.
  • Governor’s initiatives:
    Community colleges as answer to some of the state challenges in workforce development and job creation
    Governor’s scholars and fellows programs focus on dropout adults and provide scholarship based on the number of credit hours earned before drop
    Remediation; tuition-free community college education for students scoring 19 on the ACT
    Fifth-year high school, in which students may take community college courses.
  • Identify initiatives that can be incorporated into college strategic planning (e.g. risk assessment).
  • At the operational level, identify high risk area in terms of efficiency, fraud, abuse and waste.

3. Discussion

  • President’s comments on a question about testing exiting students.
    The TBR strategic plan involves all institutional plans, and guides towards student learning and performance. All college activities could be integrated with a focus on student learning and preparation for college. Outreach to all schools, both public and private.
